Just three months after its last emergency drainage, the Lincoln Memorial Reflecting Pool is empty once more. Crews began pumping out the iconic pool on Sunday, days after a Fourth of July fireworks show left debris floating in the water. But fireworks trash is only part of the story. Algae blooms, a chipping floor, and accusations of vandalism have turned a multimillion-dollar renovation into one of Washington’s most talked-about headaches.

The News Came From a Podcast, Not a Press Release

Interior Secretary Doug Burgum did not announce the draining through an official statement. Instead, he confirmed it during a podcast interview with Katie Miller, a conservative commentator married to White House deputy chief of staff Stephen Miller. Burgum said the timing was planned all along, meant to follow the fireworks display rather than respond to a new crisis. Still, the announcement raised eyebrows given how the pool’s last renovation had just wrapped up.

A Simple Plan With No Firm Deadline

Burgum described the process: “Drain the water. Clean up the fireworks stuff. Repair the vandalism that was done. Fill it back up again.” He offered no specific timeline. As of Tuesday evening, water still remained in the pool, and officials had not confirmed whether it would be fully or only partially drained.

Weeks of Trouble Before the Second Drain

This is not the pool’s first setback. In the weeks after its original repair project wrapped, the water turned murky green with algae. Sections of the newly painted floor began peeling away. What was meant to be a finished restoration became, instead, a source of ongoing embarrassment for the Trump administration’s National Mall makeover, timed to coincide with the nation’s 250th anniversary celebrations.

Vandalism Claims Without Public Evidence

Trump administration officials, including the president himself, have blamed vandals for gashes in the pool’s protective lining. Burgum insisted the government can “absolutely” prove this, citing photographs. When pressed on whether those photos actually show anyone damaging the pool, he did not give a direct answer. Critics, meanwhile, question whether the damage stems from rushed or substandard repair work instead.

The Same Contractor Returns, Again Without Bidding

The administration is bringing back Atlantic Industrial Coatings, the Virginia firm that previously won a no-bid contract worth more than $14 million to seal the pool and paint its floor “American flag” blue. Burgum defended the decision. “We’ll use the same company, because they did a fantastic job,” he said. Company owner Eddie Gross told CNN that no repair timeline has been finalized yet.

Burgum Downplays the Cost of Round Two

Asked about the price tag for this next phase, Burgum suggested it would be modest. “It’s going to be a small number because the majority of the work was related to the labor and the materials for the liner,” he said. That framing has not stopped scrutiny, however, as Democratic lawmakers push for answers about how much taxpayer money has gone into the project overall.

A Motorcade Drove Through the Pool. Was That a Problem?

Burgum addressed lingering questions about a May incident in which Trump’s motorcade drove through the pool mid-renovation. He said he was present that night, riding in a Cadillac Escalade rather than the heavier armored limousine known as “The Beast.” According to Burgum, the pool’s rubber base layer was not yet installed at the time, so the vehicle caused no damage whatsoever.

A Second Contractor Says It Won’t Miss a Beat

Greenwater Services, the company running the pool’s water-purification system, says draining will not disrupt its work. Chas Antinone, president of Greenwater Services, told CNN the system, an ozone-based nanobubbler, can simply shut down and restart as needed. It is a small reassurance in a project that has drawn national attention for nearly every setback along the way.

A Landmark Still Finding Its Footing

For a monument meant to symbolize permanence, the Reflecting Pool has instead become a case study in repeated fixes. Twice drained in three months, its problems span fireworks debris, algae, disputed vandalism, and a no-bid contractor brought back for round two. Whatever caused the damage, the pool’s repair has proven far messier than the “century-lasting” renovation officials once promised.
