As another widespread heat wave pushes temperatures and heat indexes well above 100 degrees across much of the central United States, federal officials have taken emergency action to help keep electricity flowing. The U.S. Department of Energy (DOE) has issued an emergency order covering portions of 17 states, authorizing additional power resources to reduce the risk of outages as electricity demand surges.
Why the Emergency Order Was Issued
The order was issued at the request of the Southwest Power Pool (SPP), the regional transmission organization responsible for managing the electric grid across parts of the central U.S. It allows SPP to dispatch specified generating units and, if necessary, activate backup generation resources before or during the highest level of an Energy Emergency Alert. The order took effect on July 26 and is scheduled to remain in place through August 3.
Which States Are Covered
The emergency order applies to portions of Arizona, Arkansas, Colorado, Iowa, Kansas, Louisiana, Minnesota, Missouri, Montana, Nebraska, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming. These states are within or connected to the Southwest Power Pool’s service area, where sustained hot weather has sharply increased electricity demand.
What an Energy Emergency Alert Means
The federal action does not mean rolling blackouts are already occurring. Instead, it is designed to give grid operators more flexibility before conditions deteriorate further. The order allows SPP to rely on backup generation as a last resort before declaring an Energy Emergency Alert Level 3, the stage at which controlled power interruptions may be necessary to prevent a wider collapse of the electrical system.
Heat Is Driving Record Electricity Demand
Air conditioners running simultaneously across millions of homes and businesses are placing exceptional strain on the grid. DOE said several days of extreme temperatures pushed electricity demand toward record levels while generator outages, lower-than-expected wind output, and constrained electricity imports reduced available operating reserves. The agency estimates that more than 35 gigawatts of backup generation capacity remain available nationwide to help support reliability if needed.
Utilities Have Been Preparing for Summers Like This
Power companies have increasingly warned that hotter summers are changing how they plan for electricity demand. Idaho Power, for example, says prolonged heat, rapid population growth, and widespread air conditioner use now create the greatest seasonal stress on its system. In response, utilities are investing in additional transmission lines, battery storage, solar generation, and other resources to strengthen grid reliability during periods of extreme demand.
Conservation Requests Can Help Reduce Grid Stress
During severe heat events, utilities often ask customers to reduce electricity use during peak hours by raising thermostat settings slightly, delaying use of large appliances, and shifting energy-intensive activities to later in the evening. Research cited by the Energy Policy and Innovation Center found that emergency alerts can produce measurable reductions in electricity consumption, although repeated routine requests without stronger messaging tend to have a much smaller effect.
Officials Say the Goal Is Prevention
The Department of Energy says the emergency order is intended to maintain reliable electric service rather than respond to widespread outages already underway. By allowing additional backup generation resources to be available, officials hope to reduce the likelihood of service disruptions for homes, businesses, and critical facilities while the current stretch of dangerous heat continues.
Experts See a Long-Term Challenge
Energy experts increasingly describe extreme heat as both a weather and infrastructure challenge. Former DOE official Kerry Duggan said reliable electric grids have become essential as heat waves become more frequent and longer lasting, while utilities continue investing in transmission upgrades, battery storage, and a broader mix of energy resources to keep pace with growing demand.
The Coming Days Will Test Grid Reliability
With the emergency order remaining in effect through August 3, grid operators will continue monitoring electricity demand, weather forecasts, and available generating capacity across the region. For residents in the affected states, the order serves as a reminder that prolonged extreme heat can challenge not only personal safety but also the infrastructure that keeps homes cooled, hospitals operating, and communities connected during some of the hottest days of the year.
